The relationship between ODA and the quality of life, and ODA and government efficiency, are increasingly popular topics. However, further discussion about instrument variables is required. Another question arises: Would the division of countries according to their GDP affect ODA’s effects?

Analysis on Variable Factors of Foreign Social Integration Policy: in the Perspective of Advocacy Coalition Framework.
As the population of Korea decreases, the domestic foreign-born population has increased dramatically, from one million in 2008 to over two million in 2015. This is notable given that the foreign-born population increased by only one million during the previous 60 years. Because of this social change, immigration policy has produced lively discussions in Korea since 2003. Foreign social integration policy has been changed based on two perspectives. The first is immigration policy, which focuses on national interests. The second is multicultural policy, which focuses on family welfare. Would it be proper to analyze foreign social integration policy using the policy advocacy coalition model?

Research questions:
1. The ideal of Max Weber’s Bureaucracy focuses on professionalism and rationalism. Would these two aspects increase administrative efficiency and effectiveness?
2. What is the relationship between the quality of public officials and the efficiency and effectiveness of short-term economic regulation?
3. What is the relationship between the quality of regulation policy and service time?

Hypotheses:
1. The higher the quality of the public official, the shorter the time horizon of economic regulation policy (service’s optimum time).
2. The quality of regulation policy enlarges the effects of the quality of public official on the time horizon of economic regulation policy.
